ارزیابی اولویت‌های بازتوسعه فضاهای رهاشده شهری (مطالعه موردی: منطقه 18 تهران)

چکیده

برنامه‌ریزی شهری همواره به دنبال استفاده بهینه از زمین‌های بایر، متروکه و رها شده شهری است و بی‌توجهی به این موضوع، باعث ناپایداری شهری و بروز مشکلاتی در شهرهای کشور شده است. بازتوسعه و استفاده مجدد این زمین‌ها در راستای فعالیت‌های عمرانی و زیربنایی و توسعه شهر اهمیت و نقش مهمی ایفاء می‌کند و از نظر کارکرد و سیمای شهری در صورت برنامه‌ریزی صحیح و مدون، می‌تواند به بهبود کاستی‌ها و سرانه‌های شهری منتج شود. این پژوهش با هدف تعیین و ارزیابی وضعیت این فضاها در سطح منطقه 18 شهرداری تهران، ابتدا پیامدهای محیطی، کالبدی، اجتماعی و اقتصادی ناشی از متروکه ماندن آن‌ها را بررسی کرده و سپس با روﯾﮑﺮدی ﻣﺒﺘﻨﯽ ﺑﺮ ﺗﻮﺳﻌﻪ میان افزا و دید راهبردی به تبیین فرآیند باز­توسعه این زمین‌ها در اجتماعات محلی پرداخته است. برای شناسایی و گونه‌بندی اراضی رهاشده منطقه، معیارهایی به عنوان شاخص‌های ظرفیت سنجی اراضی رها شده مشخص و با بررسی آن‌ها در مورد اراضی رها شده منطقه، با استفاده از پایگاه‌های اطلاعاتی شهرداری و دفاتر معاملات املاک، داده‌ها تجزیه‌وتحلیل شدند. از کل 57008  قطعه زمین دایر و یا فاقد کاربری در منطقه، 15 قطعه زمین یکپارچه (معدن شن و ماسه، بازار آهن شادآباد، سه کوره آجرپزی، شش انبار متروکه و چهار کارخانه متروکه) به‌عنوان فضاهای رهاشده، بر اساس مؤلفه‌های زیست‌محیطی، کالبدی و فضایی، اجتماعی، اقتصادی و پیشنهاد‌ات طرح فرادست شناسایی و بررسی شدند؛ سپس طی فرآیند ظرفیت سنجی اراضی و تلفیق شاخص‌ها با یکدیگر و ارزش‌گذاری هر یک از شاخص‌ها به روش تحلیل AHP و انطباق نقشه‌های حاصل از تحلیل‌هایGIS، قطعات بر اساس شاخص‌های توسعه پایدار و هوشمند مورد برنامه‌ریزی بازتوسعه فرضی قرار­گرفت. نتایج نشان می­دهد که قطعه 1 با مساحت 8364/189 هکتار در اولویت اول در برنامه باز­توسعه فضایی منطقه 18 تهران قرار دارد.

Urban planning is always heading to optimize using of unused and abandoned lands in order to avoid unsustainability. Redevelopment and reusing of these lands are playing significant roles for urban development. Proper planning could enhance the deficiency and contribute to prepare the needed land uses of cities. The purpose of this study is to determine and evaluate the status of these spaces of Tehran, district 18. First of all, environmental, physical, social and economic consequences of abandoned land was studied. Based on infill development approach and strategic vision, the development process of these lands was explained in local communities. To characterize the abandoned areas, some criteria were identified as indicators for evaluating land use capacity. Out of total 57008 land plots in the region, 15 unified land plots (sand quarries, Shadabad Iron Market, three brick furnace, six abandoned warehouses and four abandoned factories) were determined as abandoned spaces. AHP analysis method was used to the redevelopment plan based on the indicators of sustainable and intelligent development and adapted GIS maps. The results show that the land 1 with 189.8364 hectare is the priority for using in redevelopment planning for Tehran, district 18.
